To start a new thread...
Go to the topic you want to post in -
Scroll to the bottom and click on 'Start New Thread'
Then proceed.

If you click on the 'Start New Thread' at the top of a section, your post becomes an add on (?) and not a new thread. My guess is that the link on the top is to help with thread drift, but not really sure.
