From my sister, who works in Manalapan Town Hall: "I just wanted to give you all warning about a state law that is changing effective August 15, 2003. The price for not having your documents in your possession (drivers license, registration or insurance card) if you are pulled over is being increased from a $44 ticket to a $173 ticket."

I guess the state needs money.
