When running downspout drain leads under a bed of dirt to move the water away from the foundation should one use that soft flex pipe or solid PVC pipe? I need to run about 12 feet.

I would suggest hard PVC. Use the one with out the holes. Make sure you have drain pitch, 3-4 inches for each 10 feet.

Agree with solid PVC.
Pitch is 1/4" per foot.

I have 3x4 downspout. What would be the minimal size recommended for the underground PVC lead? I could reduce it at the bottom of the downspout to make it a little easier to bury the pipe but I am not sure if I should. Any recommendations?

You can purchase the PVC ends where it fits nicely into the leeder.
If you bury the pipe it looks better.
If the pipe isn't seen and the pitch is ok, don't.

The pipe you need is the 4" stuff. HD has a rack of the stuff with holes drilled in it, then above a rack with out the drain holes.

Ask for Schedule 40 PVC, 4" diameter.

I am not sure that you want to use perforated pipe. The point of the exercise is to get the water away from the foundation. Also the perforated pipe is meant to be used in a drain field of some sort, buried in gravel.
