Does anyone have any idea what the cost range is per square foot or per yard for a decent mid-grade carpet with padding for use in the basement? We're not looking for anything fancy, just something that is durable and fairly soft. Also, does anyone have an estimate for the average cost of the labor involved to lay the carpet?

Depending on the carpet of course. A good bubrur installed wil run $24.00 - $26.00
However you can get a good one for around $13.00

Go to COVE carpet in Summit. THey have a full range to choose from and the cost per square yard includes padding and installation.

Before putting carpeting in a basement be absolutely sure you don't have a water problem, including dampness in the concrete floor.

Mold and mildew aren't fun.
