ESL, it's that Paraguay is one of several South American nations that made room for fleeing Nazi line officers at the end of WWII and has had a reputation (cf General Alfredo Stroessner as an example) for its jingoistic tendencies.

While only some Americans elected the Bush-Cheney team, I am of the opinion that we would all be better off if Bush-Cheney were on the other side of the equator. And they might still find one or two leaders there who like their style.

I would also venture to say that many Republicans who voted for Bush/Cheney would by this time like to see them down there as well.

IMHO.
