"I don't believe he should resign. He's done a fine job. Every war plan looks good on paper until you meet the enemy," he said.

What he's trying to quote is:
Even the best plans never survive the first engagement with the enemy

There is a big difference, isn't there? Is he saying crap plans are as good as good plans?

He speaks like he's lost more than few brain cells to booze and coke, doesn't he? You know that guy from college who was always messed up, then you run into him years later, he's figity and awkward and speaks funny and you notice all the drug and alcohol abuse has taken a visible toll...

But it's okay for Bush because he found Jesus.
