leave office in July after 32 years in municipal government. James'
decision makes his '02 rival, Cory Booker, the front runner to become
the next Mayor in a race with State Sen. Ronald Rice. James, 70, served
as a City Councilman for twelve years before ousting Mayor Kenneth
