Roll Call reports that "GOP leaders and the Bush administration have agreed to take a series of unusual steps aimed at allowing Hayden to maintain his rank as a four-star general while suspending Defense Secretary Donald Rumsfeld’s authority over Hayden as a military officer while he serves as CIA director." Language is being included in the Pentagon authorization bill to formalize that demarcation.

I can't imagine why you think that Hayden would kowtow to Rumsfeld in the first place. People who reach his rank are proud and willful and know how to play bureaucratic games.

Rumsfeld's authority over Hayden in this situation is paper-based only.

So, as I said before, unless Rumsfeld and Hayden are pals on the side, I don't see Hayden moving the CIA into the Pentagon.

Tjohn, unfortunately there are a lot of four star generals who have kowtowed to Secretary Rumfeld, like all of the Joint Chiefs, save one. :-(
