Blanco expected to sign strict abortion into law soon

04:12 PM CDT on Monday, June 5, 2006
Associated Press

BATON ROUGE -- Gov. Kathleen Blanco was expected to sign a strict abortion ban into law after the Senate on Monday gave the measure final legislative approval.

Blanco has said she planned to sign the bill that would ban nearly all abortions in Louisiana, though only if the U.S. Supreme Court's 1973 Roe v. Wade abortion rights ruling is overturned. The bill by Sen. Ben Nevers, D-Bogalusa, could only take effect under two circumstances: the U.S. Constitution is amended to allow states to ban abortion; or the Supreme Court strikes down Roe v. Wade.

Under the measure, doctors found guilty of performing abortions would face up to 10 years in prison and fines of $100,000.

Originally, the bill would have allowed abortions only to save the life of the mother, with no exceptions for victims of rape or incest. The House added a provision to allow abortions in cases where the mother's health faces permanent harm.

The Senate voted 27-0 to approve the change and send it to Blanco.

Talk about a hyped up, misleading headline. Soon? Is Roe V Wade being overturned or the US Constitution amended this week or something...

Actually, right after they dispense with Brown v. BOE next year they will overturn Roe. :-)

Seriously, I think the headline meant to say that the Governor will sign the bill soon, not that the ban will go into effect soon.

Bob K,

Read it closely:

Blanco has said she planned to sign the bill that would ban nearly all abortions in Louisiana, though only if the U.S. Supreme Court's 1973 Roe v. Wade abortion rights ruling is overturned.

Is RvW being overturned "soon?" First time I heard about it...

SLK,

The way I read it, it sounds like she will sign the bill soon. The bill must be written in some way that it would ban nearly all abortions if the Supreme Court overules Roe vs Wade.

SLK, you're parsing it wrong:

"though only if the U.S. Supreme Court's 1973 Roe v. Wade abortion rights ruling is overturned. " is in reference to the bill banning nearly all abortions, not a reference to her signing the bill.

The bill would be signed soon. Then, if at some point in the future RvW is overturned, it would go into effect and ban nearly all abortions. Several states have similar "trigger laws" that will go into effect if RvW is overturned.

Does that make it easier to understand?

this is your biggest beef with the media?

A number of states have "trigger laws" or are debating one. The article you cited makes pretty clear that's what is going on in LA. Of course the headline has a typo, unless you cut and pasted in and left a word out. But typos aren't enough to drive me crazy.

here's what drives me crazy:

Quote:

On Fox News' Your World, host Neil Cavuto complained that "the media is all over" the alleged Haditha killings but that there has been "virtually no coverage of the daily savage attacks by insurgents on Iraqi civilians and our troops." Onscreen text during the segment read: "Blatant Bias?"

But Cavuto has previously alleged that "all you see in the media out of Iraq are the insurgent activity, our soldiers getting killed or hurt." In fact, he recently asked if "beheadings and roadside bombs, suicide attacks" in Iraq are "being blown out of proportion by the media." Onscreen text during this segment read: "Media Bias?"
