Poland Spring - oil surcharge

I called them last month to inquire & they said it was because the cost of making the bottles has gone up. I said that I only use the water and I RETURN the bottle, so I shouldn't have to pay it. They has no response, but the charge showed up again this month. Since they visit your address no matter how much water you receive, they're charging a flat rate. Seems odd that they didn't manage to enlighten those answering the phones!
