Say someone is going past your house, sees something on the ground, picks it up, stands there and examines it for a while, I guess decides it's not worth anything, and drops it back down where it was on the ground and goes on their way. Have they just littered? Discuss.

good question...

I actually thought on similar lines while at Gleason's Cleaners this morning. On the way out of the place I came across a tennis ball in the parking lot I thought my young one would enjoy (I don't think he ever saw one yet) so I picked it up on the way to the car.

On close examination, I found the ball had a slash in it. I was about to throw it back down when it occured to me I shouldn't-that I am now responsible for doing the right thing with it (keeping it or throwing it away....)

So to answer your question, I think the person should of took responsibility of the item even after realzing he/she didn't want it...

that is all I think about that...

The other day I was with a friend and on our walk we stopped on the side of Wyoming to stare at a condom wrapper and right next to it was a pregnancy test empty package. We thought it curious, but did not pick up either. Was this the right thing to do? I mean, neither of us had rubber gloves.
