Is there a way to put individual gas meters in a small apartment building.Right now the owner pays for the heat but would like to switch that to the tenants.Who does that kind of work?Plumber or electrician?

It can't be done unless there are separate heating units for each unit, and each unit is plumbed so that if they're using gas for cooking or for hot water, it will be billed directly to that unit. You need a plumber. Good luck. It could be lots of $$$$.
