I can sometimes hear water dripping in the chimney when it rains. Also, there is a rust stain down the outside siding of the chimney. Do I need a roofer or a chimney person? And does anyone have someone they recommend? Many thanks, in advance.

You say "there is a rust stain down the outside siding of the chimney." What type of chimney is it? (Masonary, framed, triple wall, etc) If it's masonary, the stain could be from a rusting external flue cap (or part, thereof) or a TV antenna which might be or was strapped to the chimney. If it's framed, triple wall flue pipe, it could be from the top sheetmetal cap (over the frame) which is usually galvanized steel which eventually rusts. As far as water dripping inside the chimney, it's probably due to lack of a flue cap. A chimey company or even a roofer should be able to diagnose and remediate. I really don't know anyone I would recommend.
