Insulation within such partitions(basements~interior walls)is also not a permit issue, again unless by town ordinance. However as oots noted, if you're doing any electrical work, a permit would be necessary. The most prudent course is to check w/ the bldg. dept. Of course, if you installed a bathroom & sump pump before (w/o permits), I'm wondering if you're hesitant about asking/involving the bldg. dept. But THE answer should come from the town.
