By finish I just mean floors and walls. No bathroom, no waterproofing/sump pump french drain (already done). Just need to drywall and do a floor.

Anyone know?

yes you do-studs & insulation all need inspection as well as electric.

Slightly expanded answer/clarification: If you're only performing walls & studs(ie. non-structural framing), you do not specifically need a permit (that is, in NJ.... & assuming the local town ordinances do not require one - which should be a simple phone call to the bldg dept.). Insulation within such partitions(basements~interior walls)is also not a permit issue, again unless by town ordinance. However as oots noted, if you're doing any electrical work, a permit would be necessary.
The most prudent course is to check w/ the bldg. dept. Of course, if you installed a bathroom & sump pump before (w/o permits), I'm wondering if you're hesitant about asking/involving the bldg. dept. But THE answer should come from the town.
