I need someone to come to my house and develop (and perhaps implement) a drainage/irrigation plan to channel water away from my house. I've got a few spots that collect water that seeps into the foundation, plus some badly placed downspouts.

I'm not really sure where to start. I know that landscapers can implement a plan involving PVC pipes and whatnot, but I don't know what profession specializes in developing such a project.

Any ideas? I know that this is a common problem around here.

I have a similar problem: the water from our sump pump is now coming out of a PVC pipe on the side of the house. First, it looks ugly, second there's always water sitting on our driveway. I'd like to get it underground and away from the house. My landscapers don't seem confident in how to do this. Any others?

Storm water controls/methods/systems are usually designed by civil engineers or landscape architects (& sometimes even architects who care to focus on the topic, especially residentially). Though I haven't tried to find one, I'm sure there are landscaping contractors who can offer that specific aspect (system design) of this issue, and then they'd install it too.

FYI, I've had very good results using the Multi-Flow product from this mfgr:
www.varicore.com
They support installing contractors (though mine had zero issues w/ the product and it's use) and have plenty of existing functioning systems. Apparently they can offer design help as well, so an inquiry to them might get you started.

Dean Weiss landscaping installed some drainage for me and did a nice job (other landscapers I contacted were not at all interested in the job).
