We have a fairly flat (slight pitch) porch roof in the front of our house that is leaking. Since it is in the front of the house and a rubber roof would look unsightly, roofer wants to cover entire surface with ice-water barrier and then put new shingles on top (current roof also has old shingles on it). Sounds like a good idea to me. How about you?

Absolutley!
When a roof has less then a 4 pitch I'd reccomend laying Ice and weahter shield all the way in lieu of just on the edge. It's an increase in materials. Example- Roll of felt paper $10-$15 Roll of Ice and weather $40-$50
Well worth it.
