Old Eagle Eye (aka Mrs. K) noticed icicles at the top of our chimney on the cap we had installed over the flue. Is this normal?

My initial reaction was that there has to be some moisture in the flue gasses, but we have never noticed this before. We have an older oil fired steam system. The cap has a metal cover and is about eight inches or so above the top of the chimney
