Jerry, is the ordinance to create the dog park on the agenda? Unless, the zoning ordinance amendment covers this it doesn't appear like it is. Also, since the bond ordinance is only going to be read by title at the meeting can you provide some information on this? Also, in the real nitpicking arena, both the zoning and bonding ordinance have the same number.

Sorry I could not get the bond stuff in electronic form to post here. I'll paraphrase... and they'll be published in full in the News-Record. There will actually be two bond ordinances, both related to this year's capital program. You may recall that, at budget time, there were extensive discussions about capital projects for this year (roadwork, fire truck purchase, etc.). At the last TC meeting there was discussion about finalizing the last of the capital program in light of the remediation work that had to be done at the Civic House. Some projects ended up being changed, curtailed, delayed or outright cancelled so that we could do the Civic House remediation. Ordinance 2192-02 is about $783,100 of work, authorizing bonds or notes of $743,945 for the projects. The projects are (amounts rounded to nearest thousand): - police building improvements and study ($19) - police vehicles and equipment ($7) - fire apparatus ($374) - municipal building improvements ($63) - indiana street improvements ($32) - de hart part improvements ($21) - road improvement program ($150k) - affordable housing program ($64k) - computer hardware/software ($53k) Ordinance 2193-02 reappropriates $180,675 from capital projects already approved to this year's projects. Unlike the previous ordinance, this one creates no new bonding but merely moves existing obligations to a new project classification. The new projects are: - north terrace drainage ($130) - municipal buildings improvements ($51) The projects that are "reappropriated from" are either finished with money left over from the original appropriation (and thus no longer needed) or are unable to be started this year and are thus cancelled. (The cancellations and such were discussed in detail at the last TC meeting; they include remaing monies from road improvement projects, roof and gutter work at the library, etc.). |
