The Maplewood Township Committee will meet next on MONDAY NOVEMBER 18... not Tuesday. The meeting is at 8PM in Town Hall on Valley Street, and is simulcast on Comcast Channel 35. The preliminary agenda follows.

Can you provide any more insight into what might be discussed regarding "Rent Control" and "Bike Race?" Or is that unknown before the meeting?

What are the three ordinances (2195, 2196 and 2198) about? Sorry, I can't always make it to Town Hall to check the boards - it's usually dark there at 9 pm when I get home. Do these things get published in the News Record? Where? Thanks!

"Bike Race": a discussion of a proposal to have another Bike Race in Maplewood next year.

"Rent Control": Maplewood's Rent Control ordinance has a sunset provision that expires at the end of the year. We will discuss if we will not renew, renew unchanged, or renew with changes.

2195, 2196, and 2198: two of these are a quick correction to a problem in the ordinance licensing new and used car lots. The licensing ordinance has pieces in it that really belong in the zoning ordinance, so they are being removed from the license section (one ordinance) and added to the zoning ordinance (another ordinance). The third one is a correction to a mistake in the zoning code from back in 1991 or so: public spaces are "conditional uses" but the TC back then never defined conditions. This kinda makes no sense :-) and has problems in light of the current RLUPA suit, so the ordinance is changed to remove them as conditional uses. Next year when the master plan is finished and all of the zoning ordinances get rewritten, all this is going to be revisited...

The three ordinances were originally introduced at the first meeting in October. They were probably published in the News-Record that week. The law requires that the TC send all zoning changes to the planning board for comment before they are finally passed. The two zoning ordinances were referred to the planning board for comment at their October meeting, but there was no quorum at that meeting, so we had to defer final passage until after their November meeting (which was this past Tuesday).

Softparade--The New Jersey League of Municipalities will hold its annual conference starting Tuesday of next week. The Township Committee meeting was moved to Monday so that town employees and elected officials can attend.

There is a bill being introduced in the state Assembly giving partners in a committed domestic relationship the same legal rights as married couples.

I asked the Township Committee at the last meeting to endorse this legislation. We are waiting for the final legislative language before we do.

Mr. Mayor, Jerry and David, thank you for the updates.

I feel, and I think a lot of other people feel, that once the Town gets its website up, that copies of the various proposed ordinances, etc. be published on the site along with the agendas.

And for what it is worth a strong YES for the Domestic Relationship legislation and the bike race.

Andy: RLUPA is a recent federal law about land use for religious purposes. Someone who sought a variance to build a church is suing the town, and among the claims in the suit is that the town is in violation of RLUPA. Based on recent changes in our ordinances, we believe that we are not, and we are trying to get the suit dismissed.

Jerry,

I think it is FANTASTIC that you post agendas here in advance, as well as explain what the items are.

Do you have any idea why your counterparts in South Orange are unable to do the same? If you have any communication with them, could you show them how easy it is to "copy & paste"?

I've heard they claim they are concerned about "legal issues" with posting agendas here. I find it amazing that Maplewood doesn't seem to have a problem with posting PUBLIC information in a PUBLIC forum.

Again, kudos for your participation here. If you have any ideas for bringing South Orange to the 21st Century (heck..I'd settle for the 20th century), please let us know!
