The next meeting of the Township Committee is Tuesday May 6 at 8PM in Maplewood Town Hall on Valley Street. The meeting will be simulcast on Comcast Channel 35. Good Morning Jerry Thank you for posting the Agenda for the May 6 Township Committee Meeting Questions: Do you have the local cable TV re-broadcast schedule for the Special TC Meeting held May 1st? With respect to the Special Assessments to fund the various SID's ~ How does the assessment work? How big are the various SID budgets? How effective were these program during the last budget year? With respect to the Leaf blower ordinance ~ Why is the focus on only one source of noise? Reason(s) to register lawn maintenance businesses? What constitutes a lawn maintenance business? Does the town require other businesses to register similarly? With respect to the BOND ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS OF THE TOWNSHIP OF MAPLEWOOD, does the TC have to vote this up and down as written, or can a sort of "line item veto" be exercised by the TC? Does the "wireless communication" item refer to the proposed cell tower on the golf course? Are the proposed ordinances et al available at the Maplwood Library today or am I better off waiting to pick them up at town hall tomorrow?

Ed: - I do not have the schedule on rebroadcasts - The two SIDs, or Special Improvement Districts, in Maplewood were created for and are comprised of the businesses in each of the districts. They put together their own programs and budgets. They make an annual report to the Township Committee (each of the SIDs did this in the recent past). They come up with a separate assessment, or tax, that they decide to charge themselves to fund the programs they've decided to approve. The SIDs are both quite successful and each have excellent programs for publicity, beautification, and recruitment, to name just a few. - The ordinance on leaf blower registration came from a group of citizens meeting with TC members and some landscapers. They focused on abating what was felt to be the most prevalent form of noise. There are a number of types of businesses that are registered/licensed/regulated by the town and by the state. - The bond ordinance is the result of discussions by the TC during the entire budget process this year. It reflects all the things the committee elected to fund and purchase with debt as opposed to cash, generally things with a very long lifetime that it makes sense to pay for over time. Legally one could certainly amend the ordinance and remove (or add) things. This would require re-advertisement and, in essence, would start the bond ordinance process over. The notion of "line item vetoing" is not really correct to use here; it is more the case that the committee built the ordinance from scratch as part of all the budget meetings we held. - The wireless communications ordinances are about rules and regs for antennas and towers throughout the township. - ordinances are on the town website: http://www.twp.maplewood.nj.us.
