I saw this on the Village website and thought I would cross post it here. I commend the Village for PUBLICIZING this vacancy (there was even a blurb in the News Record) and I sincerely hope that all candidates are considered and this does not become more political patronage appointments. Redevelopment Committee Seeking Members The Township of South Orange Village is forming a Redvelopment Committee to advise the Board of Trustees on matters pertaining to future development of the Village's downtown. The committee will be comprised of representatives from Village government and the community, including South Orange residents, commercial property owners and business owners. Members will be selected from applicants who express serious interest in volunteering, and who are able to devote the time to serve on the committee. Applicants who have demonstrated experience in urban planning, architecture, economic development, real estate finance, real estate law and real estate development are of particular interest to the Village. All applicants must submit a current resume, including education and employment experience. Also required is a cover letter describing their interest in serving, other community involvement, and any situation which might constitute a potential conflict of interest. Cover letters and resumes must be sent directly to Marjorie O. Is this a new committee? I didn't know there was a redevelopment committee. What has their mission and role been to date, and who currently sits on it? Maybe Mr. Rosner can enlighten me. |

It is a new committee that is a result of the DMC discussions. Some names were submitted by the DMC task force committee but the BOT decided it makes sense to reach out to as many potential volunteers as possible. I know it would be very helpful if we could find people with expertise in some obvious areas. If we need to hire professionals, then this group could help with the selection process. The committee would also help when looking at proposals from developers (like the one from Millennium).

Can we know: 1. How many people in total will be on this committee? 2. Who specifically from Village government will be on it? 3. Who will chair it? 4. Who will decide what it is empowered to deliberate on? (The total downtown "vision", individual development agreements, granting of PILOTS, requests for proposals, etc?) 5. What will its power be (only advisor to the BOT or more than that, and if so, what?) 6. Will its deliberations be public? 7. How will decisions be made? |

re: Membership credentials for the Redevelopment Committee seem rather exclusive. Question: Will South Orange homeowners who aren't professional urban planners, architects, developers, etc. be allowed to serve on the Redevelopment Committee? |

Maryann: It has not been determined if Irvington Ave will be considered part of business district. Jayjay: I do not have the final document in front of me, so did not want to answer only from memory. Since you are pushing for one, here is my recollection: 8 members - two of which are from government. One trustee and the village administrator. The committee will choose who will be the chair. It is to be an advisory board and they should have input in the planning as well as overall plans. The committee will be able to advise on PILOT's, RFP's, etc. I would hope most of the deliberations are in public, but if any legal issues are discussed or details of any negotiations, those would be in closed sessions. I would also guess members will have to sign confidentiality agreements. There are still some details to work out and hope they will be done before volunteers are appointed to this committee.

Joel: Their attorney will advise them on when or when they can't go into closed session. However, it might turn out that every legal matter is discussed in open session. Let's get the committee formed and then move forward to make sure they can help with the redevelopment.
