I noticed that the town website has an emergency notice that if anyone should lose power they can seek shelter at the Baird. I didn't know that the Baird was the town's emergency shelter location. Does it have its own generator? Is it equipped with cots, food, sufficient bath facilities, etc.? How many people can it really put up?

What about other facilties in town which seem much more suited...like some of the school gyms or cafeterias? I am really wondering about how much thought and time has gone into emergency preparedness, not only for blizzards, but other potential emergency events. Who is really in charge of putting together plans like this? Is there an Emeregency Preparedness Committee?

Having grown up here and being familar with the Community Center as well as most of the schools in the distrcit I'm confident a lot of thought went into this. The Baird Center I think is the best choice for any number of reasons. The first being it is not as large as any of the schools, thus taking less to heat. There is a very large room on the first floor that can easily hold a hundred plus people. They have a kitchen to prepare food. There is a 'theater' where movies can be shown to help pass the time. I'm not too sure about showers though. I think also it is easier to contain people in one area of the Community Center then any of the schools.

Hopefully nobody will loose power. If people do, they can stay with friends, family or neighbors.

In a previous thread that discussed emergency preparedness Mark suggested that one should go to Village Hall to review the Village’s emergency/disaster plan(s).

I took Mark up and submitted an OPRA request to view a copy. It seems that the request required a Legal opinion that in the end denied access since in essence it was a secret.

"The South Orange Disaster and Emergency Management Plan is not a public record for the following reasons:
NJSA 47:1A1 Exempts from public records 1) emergency or security info or procedures for any bldgs or facility which, if disclosed would jeopardize security of the bldg or facility or persons ... 2) security measures and surveillance techniques which if disclosed would create a risk to the safety of persons, property, electronic data or software.

If there is a specific question or questions you have about the Plan we will try to answer the questions for you.”

It is my understanding that Baird does not have a generator but is designated as an emergency shelter.

We now have CERT programs and pay a number of Village employees as OEM’s.
You can find some information at: http://www.southorange.org/oem.asp which states:

“The Local Emergency Planning Committee (LEPC) is comprised of local government elected officials, department heads, a representative of the school system and a representative from Seton Hall. Additional members of the community will be added. The LEPC meets several times a year and as needed in case of emergencies. “
