Flyers in the train station?

I vaguely remember hearing somewhere that this was not allowed, but I'm not quite sure. Does anyone know either what the rules are or who is in charge of defining those rules that I could talk to? Last week a young lady was sticking BOE campaign fliers for three of the candidates on the windshields of the cars in the lot next to the Middle School. This was a middle schooler doing this to boot. Makes it even worse.
