Just reading through notes on the town's website. Does anyone know if the CBAC met in March and April? If so, why aren't minutes from the meetings on the town's website? If anyone knows what was discussed, I would like to learn what is on the CBAC's mind, especially concerning the 2006 budget.

SOrising -- The CBAC met four (4) times so far this year: - January 12 - January 30 - February 9 - March 16 The next meeting is currently scheduled for this Wednesday, May 10 at Village Hall starting at 7:00 p.m.. The minutes from the CBAC's March 16 meeting have not been posted because they have not yet been approved. All other meeting minutes have been approved and submitted by the CBAC to the Village for posting. To answer the last part of your message, I am attaching the statement delivered by the CBAC to the Board of Trustees at its meeting on February 15. Even though the Trustees told us to take additional time to provide additional recommendations, we are still awaiting some of the information requested at that time. I hope that this information is helpful. Please feel free to join us this Wednesday. Thanks. -- Harold South Orange Citizens Budget Advisory Committee (CBAC) Statement Concerning the Village’s Preliminary 2006 Operating Budget Delivered to the South Orange Board of Trustees February 15, 2006 • The Village should provide a list by individual of all supervisory employees that detail all job titles held by that employee; • The Village should review the current Organization Charts and revise accordingly; • All of the Village’s Preliminary 2006 Operating Budget documents should include actuals in addition to budgeted numbers for previous years. • The Village should provide the CBAC with all documents in a timely fashion; • The Village should provide the CBAC with a special request list, redacting all confidential personnel matters; • The Board of Trustees should discuss renegotiation of developer agreements and financial agreements (including PILOTs) where the developer has not met targets - re: budget projections had assumed completion of projects and flow of tax revenue from these projects. • The Board of Trustees should consider retaining separate real estate transaction attorneys to represent the interests of the Village in all real estate transactions. • The Board of Trustees should determine whether the Township is entitled to receive greater value for properties sold or transferred to developers given delays in projects (i.e., the New Market project)..

Thank you, HCM. Excellent points. For those to which you've received additional information from the town, what have you learned that might interest SO residents? And which requests that you've listed have not yet been fulfilled by the town? Any explanations about when they will respond, why they haven't, or anything else further? Thank you for your work. The town is greatly benefitted by it. |

So after nearly three months, the administration of the town is refusing to answer any of several questions related to this year's budget? Didn't Trustee DeVaris suggest at a BOT meeting that the town retain outside counsel with specialized legal knowledge, specifically, a real estate attorney? What has happened to his request which repeats one the CBAC made in February? Why can't any trustee get any of the requested information? Which trustees formally represent the BOT to/on the CBAC? |

Then they shouldn't have voted in favor of introducing the budget. I know that there was a deadline imposed by the state, but if they requested information that they thought was necessary and didn't receive it, they shouldn't have voted to introduce it. Edited to add: If it was necessary to introduce the budget in order to make timely application for extraordinary aid, and the CFO hadn't furnished the info, they still shouldn't have voted to introduce it. It's a heck of a way to run the town. |
