So is the COC a properly run organization and does it function as a good vehicle for local business owners?

1) Yes, the SO Chamber has bylaws and elections.
2) Speaking for myself only I have found some business through it, so it was worth the investment. I'd like to see some aspects of it improve and would like to be a part of any change.
