I just noticed that the "Study" on whether or not to redevelop Valley Street is now posted on the Village website:

I have not reviewed the plan enough to comment, yet. However, I do commend whoever put this information online & made it readily available to the public to review.

So, what does this translate to in lay terms? I noticed that there is only one partial block in need of redevelopment and rehabilitation, what does that mean for the residents/owners/tenants of that block?

It means either another Pilot or BOT member purchase.
