I suppose it depends on where you will park. You'll be paying, right? That shouldn't take took long. 8:30 is a good starting time, only because travel time can vary so much. You might get there at 9am, but you might get there a little after 10.

I'd suggest staying way to the right when you exit the Lincoln tunnel and go up the ramp to park in the Port Authority lots. It's an easy walk to Penn, and getting back out of the city is a dream; the ramp loops right into the tunnel!

If you do that, 8:30 should be fine, if you don't get stuck in accident-related traffic.

I routinely allow two hours' travel time; if I'm early for my appointment and have some time, I can always relax and have a cup of coffee, knowing that I'm on time. The traffic can be so unpredictable, between accidents, vehicle breakdowns, police activity, and just sheer traffic volume, given that the time you're traveling would still be considered rush hour, albeit toward the end of it.

I am with GSP, much less stressful if you leave a little earlier. Two hours leaves you enough time if there is heavy traffic, and if you are early, you can relax and enjoy a cup of coffee.
