Ran across this article over at NTIS, http://www.ntis.gov/index.asp
made me think of a recent discussion here, and had me wondering, has anyone here ever ordered a paper from NTIS?

Never ordered anything from them, however I used to work at Visionics a facial recognition company (now they are called Identix). We did exactly what the paper seems to describe in 1998, paid for by a DARPA grant. The one problem at the time was that the constant face monitoring used up about 85% of your CPU power (on a 160Mhz Pentium). However now that would be less then 10%.
