We took our kids to The Sea PInes Resort on Hilton Head Island and it was very family friendly.

why not the jersey shore? especially for an infant who crawls. try cape may point for low key quiet beaches. we brought our kids there every summer from birth till about age 7 or 8 when they were ready for a little more excitement in cape may city.
