I WANT TO KNOW HOW THE VILLAGE CAN ISSUE PARKING PERMITS TO CARS THAT DO NOT POSSESS NJ LIC. PLATES OR PROVE RESIDENCY WITHIN THE VILLAGE. NJ MOTOR VEHICLE LAW SAYS THAT NEW RESIDENTS OF THIS STATE HAVE 60 DAYS TO NOTIFY THE MOTOR VEHICLE COMMISSION OF AN ADDRESS CHANGE AND REGISTER THEIR VEHICLE WITHIN THIS STATE. HOW COME THERE ARE SO MANY OUT OF STATE CARS WITH BOTH CURRENT AND EXPRIED SOUTH ORANGE PARKING PERMITS. SHOULDN'T THE VILLAGE VERIFY RESIDENCY OF BOTH THE OWNER AND THEIR CAR PRIOR TO GIVING OUT PERMITS. IF A CAR IS REGISTERED OUT OF STATE THEN LET IT PARK OVERNIGHT IN THAT STATE!

First, the S. Orange Parking Authority issues the permits and monitors the lots. They do not report to the village (although the commissioners are appointed by the village). They do not issue permits for non-residents for the village-owned commuter lots. However, for the NJ Transit lot, any person can get a permit. In some cases, a resident does have an out of state car (could be owned by their business). If you think a permit is being used by a non-resident, then you can pass the information on to the parking authority. The parking authority does issue tickets for cars that do not have a proper permit. I do suggest that you contact Mark Hartwyk who is the executive director of the Parking Authority. The phone number is (973) 378-7715 (listen to the menu for parking authority extension). Or you can attend their next meeting and discuss with the parking authority commissioners. |

M. Scott, For about 8 years I was employed by a CT. firm and had the good fortune to have a company cars, boy do I yearn for those days again. It had CT. plates but was my primary vehicle, which was registered with the Village. This could explain some of what you see, but I agree with Mark, if you suspect otherwise, by all means it should be reported. Just to give you a good laugh though, last Friday when I returned to my vehicle, valid parking sticker etc., I found a ticket on my car for not having a sticker, so at least we know they are checking cars, even if they did make a mistake. |
