I'm not sure if we have overload on one breaker or it's just a defective circuit breaker but I need an honest electrician to fix it. Recommendations?

If it's just a defective breaker, change it yourself. This is one of the simplest jobs a do-it-yourselfer can do. All it takes is a flat head screwdriver and about 2 minutes. Replace with the same size breaker. If you still have a problem, then it's an overloaded circuit
