Interesting, very interesting as Artie Johnson use to say on Laugh In. It appears the Super is willing to give in on some items and if not a line item approval at least go with a group approval. Is this a change in approach on the part of the Admin? David, thanks for the information. |

Actually, he used to say "...but Stoooopid!" Does anyone know what the Thin Client and Telephone (Phase II) items are in the separate proposal. It seems odd that they have priority over elementary music, enrichment, and world language programs. |

They are both technology upgrades that will pay for themselves in short order and thereafter save money every year. |

If there has been a public pronouncement by the administration or BOE about the prioritization of the above items, please refer to it. But rankings aside, a real issue in paying for Thin Client and phase II of the telephone system through this mechanism is that even though these are one time spending items, their inclusion in the Separate Proposal means that all future budgets will be increased by their cost compounded at 1.03. This "slush fund" effect does not contribute to fiscal responsibility on the part of the BOE or administration. |

Will someone representing the admin or the BOE finance committee please address what Fringe and Reflective have been saying about the inclusion of Separate Proposal items that should be one-time capital expenses into the Separate Proposal budget, where, if approved, they automatically become part of the baseline budget for the following year and are therefore included in the amount on which the state's 3% budget cap applies?
