So, I see that "construction" has begin at the Oriental Rug Store. Does anyone know if this will be like what we saw with Beifus where the building comes down & then nothing happens, or is construction planned to immediately follow demolition? If this is going to be a repeat of Beifus, ANOTHER chain link fence surrounding an empty lot will not be good for anyone. |

Mhd: He does not need a developers agreement nor is he asking for a PILOT, so I expect him to continue working without interuption. |

Mark, Can you explain why he does not "need a developers agreement"? Also, why isn't he asking for a PILOT?

PILOT is a "Payment in Lieu of Taxes". In this example, it allows the property owner to make a payment directly to the municipality, instead of paying County, School & Municipal Taxes. Currently, the only existing one in South Orange is for the Gaslight Commons apartments, which pays $500,000 directly to the Village, but does not contribute any school or County taxes. It is rumored that both Beifus & the Supermarket developer are looking for a similar deal. There has been MUCH discussion of the pros/cons of such arrangements on earlier threads. I encourage you to do a search & see some of the earlier discussions. |

I think one of the major problems with PILOTs is that once you start handing them out, everyone wants one. While a nice little short term fix, it creates long-term problems for the community. |

Dave: The reason why a PILOT works is that it allows us to be more competitive with towns that have a lower tax structure and bring in a developer that might not agree to otherwise. If the PILOT is structured correctly it does not have to become a long-term problem. justme: SHU actually has a short-term PILOT with the village for property they own outside the main campus. They pay us $143,000 each year. That is what there share to the municipality would have been had they been a traditional homeowner. As pointed out many times, they do not have to pay one cent anyway. No question they should give a lot more to the village.

Mr. Rosner: Has the Planning Board or any other group in town reviewed the architectural drawings for this new development on the oriental rug site? Is it "good" design/fit the character of South Orange? Have ground floor retail? |

The planning board reviewed the drawings and held a public hearing (probably two years ago already). There will still be ground floor retail and apartments above - pretty much the same as what is/was there. A couple of the buildings were in need of repair and he wanted to improve the appearance of his property. I am pretty sure that Main Street's design committee reviewed the plans too.
