Neen: They received their planning board approval last March. Then they needed a couple of other approvals including one from the county. They have two years from the date of the planning board approval to start construction. According to the developer he hopes to break ground this summer.

They have not presented any figures for a PILOT but expect them to do so shortly. A PILOT is done by ordinance and any vote must be done in pubilc with a chance for the public to voice any input or ask questions. I would expect this to happen sometime in April or May.

Can we assume that 1) A notice of this meeting will posted on the Village Web site at least two weeks prior to the meeting? 2) A notice of this meeting will be posted in the News Record at least two weeks prior to the meeting? 3) A notice of this meeting will be posted in all other sorts of media - e.g. The Gaslight, cable TV station, etc, several weeks in advance of the actual meeting date?

Washashore: I can't promise yes to any of those other than they will be advertised and posted. The gaslight only comes out monthly and is not timely enough to put in specifics about meetings. The BOT does meet the 2nd and 4th monday of each month so anyone can check with on line to see the agenda. The final agenda is usually posted on the website the Friday before the meeting. Since a PILOT is done by ordinance, it has to be voted on twice (two different meetings). The date of the second vote is announced right after the first vote which means there will be at least two weeks notice before the second vote (well, that assumes the ordinance passes on the first reading). MHD: I will post it on here.

Miriam, As proponants of PILOTS will tell you the funding that the schools get is the same regardless of the presense or absense of a PILOT. What changes is the burden of that funding. Since the PILOTed property is exempt from paying for the schools the burden is shifted to the other tax paying properties in town. The burden shifts to properties like your house and my house. Dan

Dan, You only give half the equation. The burden is only "shifted" if there is any additional school costs as a result of the development. (ok, the small amount of school tax revenue that the undeveloped property owed is lost...) Now, to say that we are not gaining the benefit of lower school taxes if the property was not PILOTed is more accurate. But then, our municipal taxes are lower than they would otherwise be, assuming the PILOT gets the town more than the municipal portion of the taxes would have been. To be overly simplistic, if our school taxes go up $50, and our municipal taxes go down $50, it's a wash. Now, if you were to say that PILOTs remove village government's need to keep costs down, I might agree with that. Waiting For The Electrician, Or Someone Like Him

Dan, I know you're not a proponant of PILOTS, but I must remind us all again of the public presentation on this particular PILOT, which in fact had a positive, albiet small impact on all taxpayers. By the way, just so as not to cause any controversary, I'm not in favor of PILOTS as a general rule, this one however, seems to have made sense. |
