I don't even know the right terms to use. As you walk from my house to the street, there's my front lawn, then the sidewalk, then there's a strip of grass where the dogs pee. What's that strip called? Right after that strip, the first part of the street is called the gutter, right? Well in the gutter right in front of my house, the pavement has become a trench. The asphalt is depressed. It has collected mud and is breeding mosquitos.

I was about to clean it out and think about how to fill it, and then I realized that this is probably the township's job. Isn't that right? If so, whom do I call? And if I call them, will they fix it in a timely manner?

I think the name for the grassy strip that the dogs use is "median strip". The gutter is the town's responsibility and I think you call the Dept. of Public Works to report a problem area. I don't have the number handy, but I usually just call Town Hall and they put me through to whoever is in charge of it.

I live on one of the streets that had "paving stones" embedded in the gutters several years ago - many of them have washed out leaving the area uneven and hard to walk on and some large trucks have taken out whole stretches of them which make some areas difficult to walk on in the rain.

If the town is dragging its feet, or if you want a quick temporary fix, you can probably fill the trench with sand (levelled to allow for drainage) until they get around to it. I wouldn't do anything permanent.
Don't crush that dwarf, hand me the pliers.
