Mr. Rosner, please confirm that the PILOT Informational on July 31 will receive proper advertisement so as to insure maximum turn-out. I assume there will be notice of it in both the July 24 and July 31 editions of the News-Record, as well as in the Star-Ledger (you expressed your belief in a previous post that the Star Ledger reaches more S.O. residents than the N-R), and the Gaslight. Where else will you be advertising this meeting? What time will it start? Is it still scheduled to be held at the Baird Center?

The meeting date will probably have to be changed since SOPAC announced they are having their next meeting on July 31 and John Gross must be there too. The location will depend on availability, but I do prefer using the Baird center for this type of meeting.
When a new meeting date is agreed upon by John Gross and Ed Matthews, it will be advertised at most only once. I find that the best way to get people to meetings is by word of mouth, emails, MOL, etc.
I will ask Allan Rosen to make arrangements to have the meeting televised if possible so it can be shown on cable TV and to have arrangements made to have it shown more than once.

Although I felt the Star-Ledger might be a better choice to place ads, the full board did not agree that this was going to necessarily be the best way to go.

My questions, to anyone familiar with the PILOT process, are:

1)When in the construction process are PILOTs negotiated and how are those negotiations tied in with the mechanisms that make the PILOT law?
2)How do the procedures allow for meaningful input from the Trustees and the public?
3)Are the issues discussed in public before a BOT vote or does the confidentiality of the negotiations require that the meetings be closed to the public?
4)Are the negotiations for the next PILOT taking place even as the meeting to discuss them is being pushed back?
5)I have heard BOT members complain that the Gaslight is to big and to ugly. If we have to have another PILOT can the granting of it be used to control big and ugly?
6)How can a developer make a go/no go decision on a project without knowing the status of a PILOT request?
7)How can future projects in the re-development zone be denied a PILOT after the GasLight has been granted one?

It is more than two months ago that the solid arguments presented on this board on PILOTs, prompted me to offer to organize an informational public meeting given by the governing body. Since then, several posters have expressed an interest, no, they have insisted, that such meeting takes place a.s.a.p. before the summer school-break. Two Village trustees, Messrs. Joyce and Rosner, supported the idea. I offered my living room for June 19. The Village attorney Mr. Matthews, set aside my offer and decided: “John and I will be the facilitators for the meeting”. That was two months ago, and we have not a meeting date yet!

Here we are at the end of July, with a developer’s agreement on Beifus expected any moment. We are promised a public meeting when the Trustees discuss the Beifus agreement. But how good a participant to this forum can we, the public be, if we are not appraised of the benefits and drawbacks of an already signed PILOT agreement with the Gaslight Commons?

I realize that Messrs. Matthews and Gross are busy, but this meeting will be of great service to our community, and as such it should be on top of their priority list. WHEN is it going to be??????
