When selling a car to another person, must both buyer and seller go to Motor Vehicle Services together, or just the buyer after receiving the signed over title?

In this case, I will be selling a PA registered vehicle as executor for an estate.

in the ordinary case of NJ car being sold to a buyer in NJ, both seller and buyer do not have to go to DMV, only buyer, with signed-over title.

since your vehicle is registered in PA, you may want to check PA rules, although NJ may have published rules on registration of vehicle purchased from out-of-state seller; check out this page for some guidance (and/or links from there):
