Does anyone know if the South Orange plumbing code is available online? Or better yet, does anyone know if the definition of rough plumbing includes running water lines, or if a job to install rough plumbing can pass inspection without water lines being run (that is, only putting in vented drain and waste lines)? I've left a message for Anthony Grenchi, but haven't heard back yet. Waiting For The Electrician, Or Someone Like Him

IMO it will be up to the inspector. However, in most cases I've worked with the water lines need to be installed and stubbed. I've installed and stubbed water lines that exited the foundation and then were capped in a trench, but they were in the wall, inspected and thus we were allowed to insulated and drywall.

Jgberkeley, Thanks for the info. I realized I shouldn't expect a call back from anyone at town hall. It's Columbus Day, and the town is closed. We're in a situation where our builder owes us rough plumbing in our basement from when we first bought our house (four years ago). They finally put in the drains (shower, toilet and ejector pump). They still need to vent everything (which could be a project in and of itself), but they're balking at the water lines. I believe our contract is ambiguous, just saying "rough plumbing," but not defining what that includes. I think my next call might be to the NJ Homebuilders Association, or whoever it is that runs all those ads saying our kids are being forced to leave NJ because of high property values.
