Has anyone heard anything about this? I had heard some rumblings a few months ago but then nothing... with the exception of some golfers, it would seem like everyone will benefit from this (if it happens).

There have been a half dozen threads here about this rumor (and many more posts about how the world will end if it's true.)

However, I haven't seen this reported anywhere on any remotely official basis.
