Sbenois I will answer TQM Questions 11 and 12 in one fell swoop:Have you quantified the cost of implementing a TQM based government?What metrics will you put in place to determine the ROI? How will you implement TQM principles among a workforce that contains unions?Are there special considerations that must be applied?Will you use contractual incentives?Can you guarantee that vital services won’t be sacrificed as excess is squeezed out? Answer: Total Quality Management is a holistic management approach which involves all levels and functions of an organization in the improvement of processes, and results in greater customer satisfaction. TQM has proven effective in other communities around the country in reducing costs and improving services at the same time. Asking what TQM will “cost” is an understandable but misguided question. Quality does cost – quality pays. Hiring qualified outside consultants and working with them to implement TQM correctly would incur an upfront cost that who be paid back many times over into the future. In Maplewood’s case the town would not need to hire outside consultants, because Joel and I know how to implement TQM, and would serve as mentors to the rest of the township government. Implementing TQM in a partly unionized workforce need not introduce any special problems. I have done it before. Non-unionized and unionized employees like their supervisors and managers naturally have questions about TQM and resistance to change that must be overcome. It is premature to talk about incentives, contractual or otherwise, but they are sometimes used during a TQM implementation. We guarantee that vital services will not be sacrificed on the altar of TQM as waste and inefficiency are eliminated. We also guarantee that there will be set backs and difficulties along the route to success. We will develop metrics for all levels and functions in our town government. These will be developed in concert with the various people throughout the township government and departments. Some useable metrics are already in place. Metrics involve measurements of all types such as speed, timeliness, and turnaround time, output per unit, efficiency, quality of work, etc. I will soon post an example that elaborates on my answers. Keep in mind that TQM / Six Sigma / Lean Thinking or whatever you call it is not rocket science but instead the intelligent application of everyday business and quality tools. TQMaplewood (to coin a phrase) will make the best use of the best ideas from all township workers, supervisors, and managers, and even the Township Committee, and all the various committees and boards, and groups around town, and private citizens. TQM is inclusive but to be successful must be tightly managed. TQM brings with itself tools to help manage, monitor, and continuously improve the various TQM projects. TQM does not mean starting from scratch or throwing out things that work. It is more like building on what works and changing what does not work. There is a lot in the town government that does not work very well, so there is plenty of fertile ground for TQM projects. Maybe the book that the two towns should read is “Lean Six Sigma for Services”. I say the two towns because TQM must also be applied to the School System….. Ed May |

Some improvements: Time to fill a pothole down from 80 hours to 10 hours. 23% more fire inspections every year with the same staff ~ average time between inspections reduced from seven months to one month. 35% of engineering projects had cost over runs, down now to 14%. Dearest Hello, As a Democrat I wholeheartedly support the TC NOT getting involved in a discussion on the US Patriot Act. It is not town business. I do hope that the Democrat candidates feel the same way. The last time I checked, none of the candidates is listing Constitutional Law on their resumes for Town Hall.

They stood in front of the Post office today in the sun (after you were in the RAIN LAST WEEK). Whoop de doo! You hit the IHM garage sale, JG's house, the Cultural Festival, the 1978 Art Event with Joel, the Girard block party with Joel, the Yale Street block party with Joel, and Centanni's with Joel and I and his wife et al. You even peaked into Groove Lily's at the Burdgdorff and cruised Maplewood Avenue. What is next? Will Kenneth and Kathleen actually post on MOL?? Or are they too busy planting lawn signs, putting bumper stickers on cars, and writing big ads for the N-R? I wish there were more debates and candidate forums sooner. I wonder if Sbenois has reckloosed himself from this thread or if he and Stefano are preparing the next set of qesutions!? What even happened to the Republicans that we sounded defeated in the uincontwested primary? The on es with the stranger Names from Missoura or whatknot? Sben I cannot help it that I am a complex multi-faceted leaner meaner kindler gentler person with various and sundry interests. I was involved in SOMBI and SOMAS and MAYCON and TT and SIT and NJIT and ISO and TS and BS before I was asked to run for TC on the Republican ticket. The SOMBI event is a real event. It costs $5. The subject is TQM as it relates to small entrepreneurial businesses. All are welcome. Anyone can see Jamie's MOL calendar for details or Dave's SOMBI website (once he updates it). I would be happy to hold a free, no charge, pro-bono lecture or series of lectures about TQM and its role in local government. That is a great idea and I thank you for it.
